Personal Pace front wheel wobble

I have a Personal Pace model 20332 with a wobbling front right wheel. The pivot arm appears to be slightly loose around the wheel bushing and causes side to side movement in the wheel. My question is whether the pivot arms typical;y wears or is it the bushing? Has anyone had this problem?

Usually it would be a loose center bolt or bracket mount bolt I'd think.

Loose bolt, loose adjuster/mount or worn wheel. There is no 'bushing' per se, and it has nothing to do with Personal Pace, which is a rear drive system. If it's in the wheel, replace the wheel and bolt/axle. Do not oil or grease the front wheel assemblies as it causes them to wear quicker.

Thanks for the replies. I disassembled everything this morning and found the Height of Cut bracket ( black bracket with the height tabs on top) to have a center hole that was slightly bent outward. This is what caused the free play in the center bushing that in turn caused wheel play. I was able to straighten it on a work bench by tapping a 15/16 socket over the bushing and seating it on the bracket. The bushing is now tight in the bracket center hole and the wheel is much tighter.
