I've read the posts about adjusting the cable when the mower will not self propel or will so slowly.
My problem is the cable broke off at the top where it attaches to the handle. I think part of the top of the cable is missing and I had to
gerryrig it to the handle.
How is the cable attached? Do I need to put a new cable on?
If so, how does it attach to the wheels?

You need a new cable. It does not attach to the wheels. The drive works by tilting back the whole rear axle ass'y. which tightens the drive belt. The drive cable works a lever attached to the axle ass'y. You shouldn't have any trouble finding that and seeing how it all hooks up.
