Honda 6.5/190CC OHC won't start

I just acquired this machine(Electrolux model 96142003200) and have not been able to get it started. First off, does the fuel on/off level have to be in the horizontal or verticle position to have the fuel "on"? I could take the fuel lines off but prefer not to just yet. I took the spark plug out and found a Plus Bosch Plat-2 installed. That concerned me. What type of plug should be there? I am not getting any spark. I'm worried about the integrity of the engine also. What would be a good way to get a good compression test on the engine. It seems to have a certain amount of resistance when pulling the starter rope. With or without the "start" bar pulled? Also, can't find a PDF user manual for it on the web. Thanks for any ideas. Machine seems to be fairly recent.

The fuel valve should be turned ccw. Don't worry about a compression test if it seems to have compression- with the safety handle held of course to start.
