toro sr4 personal pace

I have a 4 year old Toro w Briggs& Stratton that won't start Started fine 3 weeks ago but last week it wouldn't start. Took the top cover off and pulled a black plastic past that is connected to a spring forward turned the key and it started. This week I thought I would be able to do the same, but to no avail. wont start. Any help will be greatly appreciated.

It may be that you have an automatic choke model- because mine has a plastic arm that moves it. Remove your air filter and verify that the choke plate has closed.
