Craftsman LT 1000 moves when clutch/brake is pressed

My 76 year old father has an Lt 1000 and needed it to be fixed. I recently replaced the frame mounted stationary pulley on the drive belt. The belt seemed to be too short but was the original belt. I had to loosen the stationary pulley and have some one press the pedal all the way down to get the belt on. The pedal seems to be pressed more than it should, i don't know. Also there was a unknown-small amount of gear oil leakage when mower was stood up for a few days. The problem I am having now is... When the pedal is pressed it will take off and the brake doesn't work. It also had to be slightly pressed to run. An aditional bit of info on this, the pto clutch is off and the pulley is bolted up with a spacer. (Just in case this is part of some safety system) Anyone that can help me with this problem will be greatly appreciated.
