Looking at a Craftsman rider thinking it is a early to mid 90's. It has the Briggs I/C platinum V-twin 19.5 HP.

the briggs v twin was introduced around 1997. As I recall, these had higher hp. Most of the large engines prior to 1997 were the old opposed twin. Opposed twins were great engines. Normally opposed twins required more frequent maintenance to keep the cooling fins clean.

Kohler Command is a much better engine than the B&S Intek. I assume Intek is what you are talking about from the description. IF it should be a B&S Vanguard, that is a different thing. Engine model number does matter.
