These commonly have valve system issues. It could be a mere adjustment to allow the compression release to work as it should or other issues. Bent push rods possibly. Will the engine continue to turn over once it gets over the "hump"? Has the condition appeared suddenly or progressively gotten worse?Remove the cover over the valves, you may discover the problem. push rods are not bent the motor will continue after you turn it by hand and if there is no plung installed it will turn over with no problem its only when you get everything back together will it bind up? It just started all of a sudden.

Assuming it isn't venting fuel out the spark plug hole as it is cranked, it seems as though the compression release isn't working. It pays to look at the studs that retain the rocker arms and verify that they are secure. They sometimes loosen at the head. A 10mm wrench will do the trick. Attempt to tighten with the nut at the base of the stud. If it is loose, clean the stud and hole up and put loctite on it. In my experience, they won't loosen again. It may be time to adjust the valve lash if you are up for it.

Then what is happening is that the fuel is seeping past the float valve of the carburetor -so the carb/ fuel system should be cleaned and possibly replace the float valve. The oil is also contaminated w/ fuel so the oil and filter must be changed as well. A word of caution. Know that fuel can be in the muffler as well as the cylinder, and in cranking it with the key on- the fuel can ignite. If it is used, an inline fuel valve can prevent this from happening again.
