Could it be a hedge of Metrosideros collina 'Springfire'? The foliage and dense slightly weeping habit and softly fuzzy green leaves look very familiar. If it is, it should have very showy red bottlebrush flowers spring through summer, or nearly all year here in the SF East Bay Area, California.

I can tell you that the owners of this garden haven't allowed nearly enough room for the size of this mature plant, and to keep it pruned so narrow and low will mean one probably won't see much in the way of flowers. This would be better if allowed to occupy 3 to 4 meters in height by minimum 2 to 3 meters in width. They really want to become a small multi-trunked tree over time, and in my opinion, look better limbed up and allowed to reach their mature size, so you can appreciate the summer into fall bloom.
