Could it be a Duranta?

Looks like a sheared Trachelospermum jasminoides with nutrient issues.

Star jasmine is more vine-y than bush-y, and the leaves are wrong. I don't think it's a duranta and I've seen the plant you've pictured around the traps, but can't think of the name right at the moment.

Unless they are sheared regularly. The vining tendrils get removed, so they lose that look, and they build up a woody base.

Star jasmine is what I though of also. Both T. jasminoides and the often much less exuberant T. asiaticum have been offered in this area.

They do, but not as commonly, and I've never seen one treated as a hedge plant.

To be honest, when I first saw the picture, I thought Sweet Viburnum but have been second guessing myself.

The rear shows darker green leaves. That is a very common look when part of a mass planting has issues.
