Anybody know the name of this?

Was just looking through different threads looking at the plants when I realized I've had something that I have know idea what it is growing in my garden!

Its the plant in the background with all the yellow flowers. Sorry for the bad photo but i don't have a better one as it's the dead of winter here.... Anyway It's cold tolerant in 3a..Grows extremely fast and multiplies extremely fast by seeds and tubers...Its actually kinda a weed. Very hard to get rid of completly. Each winter we cut down the old stalks and it re emerges from the ground.. .. It's leaves and stalks are covered in fine hairs...
Have had this plant growing in our back yard and at our cabin but I have no idea what it is! It also every year gets infested with satin moth larvae if that helps at all.....
Any guesses?
