What do you mean by 'dusty'? Do you think it might be powdery mildew?

No, not powdery mildew. Its kinda in a shady area coz the sun is too bright sometimes. So I don't water the plant regularly to avoid root rot. That's why that area of the garden gets a lot of dust on every plant. Dry dusty area

Here's another view from front of the plant. Still not sure what it is. Please help, so that I can look up how to care for it! It's a 1 year old plant.

I'd say its a croton.
