North Carolina coastal hedge

Need help identifying this hedge. It is growing in coastal sand just feet from the ocean. The purpose of my identifying it is to learn whether or not it can be pruned significantly. I would like to take it down to about the height of the handrail in the picture. Thank you in advance for any help.
