My Agastache foeniculum reseeds quite readily and some plant's flowers resemble those, though most are more of a spike. When you say the leaves have no scent, is that after crushing them? You say the leaf edge is smooth, but your pic shows serration?

No scent at all from crushed leaves-no anise or minty scent. Serration on leaves is minimal, not as pronounced as I think should be.
