Stranvaesia davidiana, sometimes included in Photinia?

Wrong leaves and habit for that one (recent evidence points to retaining Stranvaesia). Leaf shape and shoot structure makes me think one asked about here is Photinia serratifolia.

Seems an odd looking form of P. serratifolia, however I don't doubt your knowledge of Stranvaesia.

Chinese Photinia is a large old-fashioned evergreen shrub or small tree that is finding revived popularity in Texas landscapes

Since P. serratifolia 'Nova Lineata' as seen in Seattle produces the same shorter, broader habit and leaves as the one asked about here shows (but with sections of variegation) maybe this one is the P. serratifolia 'Nova' described by Arthur Lee Jacobson in North American Landscape Trees (1996, Ten Speed Press, Berkeley):

"Common. Spring foliage intense copper instead of bronze. Unlike regular California P. serratifolia stock, it sets berries, in clusters up to 10"-12" wide. Also less mildew-prone and somewhat smaller-growing"
