Climbing plant?

This plant seems to have been planted so it can climb up this manmade structure.

Would you call the structure some kind of trellis, made of steel lattice?

Location: Seattle, WA
Garden/Wild: Garden
Type of Plant: Not sure, but it can climb
Physical Characteristics: Green and long
Flowers: Don't see any here
Fruits/Seeds: Don't see any here

Yes, I'd call that a trellis.

This species accumulates masses of persistent dead leaves, which the maintainers of this planting are not going to be able to get at behind the wire, without taking it down.

It should flower any time soon. Some are already out in sheltered spots here. I've never noticed the dead leaf problem. My neighbour has one and it is evergreen with no noticeable masses of dead foliage. But it does need pruning as it is very vigorous. That certainly is a weird trellis.
