Looks like a variegated Ligustrum (privet) but I don't know how likely that would be in Mexico.

I was thinking exactly the same Flora.

Ligustrum sinensis, Chinese Privet. They do better in warmer climates than L. japonica.

In which case L. sinense 'Variegatum', specifically.

Yes, that is it Ligustrum sinensis "Variagatum".
