Chenopodium?

The plant looks like Artemisia annua, Sweet Annie, but I can't square the seeds with that id. On the other hand the plant doesn't look like Statice to me (different habit and the 'green bunches' doesn't fit) but the seeds could be.

Are you absolutely certain the photo is definitely of the plant the seeds came from? Could the trader have got them mixed up?

I agree. If you mash a stem or the seeds, is there a fairly strong aroma? It is hard to describe just what Sweet Annie smells like.
Is there any foliage left on the plant at all, or is it all just seeds?

The seeds/pods are about 1mm in diameter, they are VERY tiny. I am leaning towards Chenopodium like jaynine suggested, but I'm not sure. I am going to look at all of the seed photos online of everything suggested.

Yes - on second thoughts the seeds would fit Chenopodium album. And the plant also fits if you imagine that it is a little wilted and floppy.

Not really something I would want to introduce into my garden, Although it is edible, it's essentially a weed by virtue of its ability to self sow profusely.
