I was thinking maybe some form of succulent Euphorbia, but the stems are so narrow. (Maybe that is less than adequate light.) Are the "spines" soft or hard, and can you show a shot of the surface of the pot - any evidence of a caudiform or.... let's see what the plant base looks like?

Looks like everything comes from the base of the plant; none of the stems branch.
