Hi all, I have this rose in my garden, it's always bloomed like a normal rose but this time the flowers is a bit different. Can anyone help me in what type of rose it is? TIA

Is that bloom possibly coming from a growth below a graft point?

Might be suffering from herbicide poisoning. Have any weedkillers been sprayed nearby? Whatever it is, it's rather pretty.

Or a viral infection. Looks a lot like some "Parrot" tulips which CAN be (or not) viral in origin.
