as to your title and question: YES!!!

kill it and its million brothers and sisters.. before it seeds.. and you have a billion next year ...

no upside to this thing ....

i think you said you were new to the house ... if so.. you are probably going to have to remulch ... if there is a lot of this stuff or if you ID lots more weeds .... most weed seeds need sun to germinate ... so when you get too many weeds on top of mulch.. time to renew it.. by adding a layer.. thereby burying the seed ...

Thank you for the advice! The previous owner of the house didn't use mulch. Looks like she covered planted ground with compost, so we are in the process of applying mulch. We'll make sure that we remove weeds and then cover the area with mulch. Thanks again!

If you put down some newspaper before the mulch it will help keep weeds out.
