This is in Berkeley California. Lily family is about as far as I got. Looks subtropical.

my first guess is some sort of bromeliad, but I don't know much about tropicals!

Appears streaked as though virused, this may be causing it to flower abnormally.

I thought Fritillaria at first too, but they are not a very common bulb around here, I'd never seen one in person. I bet it looks more like a Fritillaria now!

Fritilaria imperialis, aka Crown Imperial, is my view too. As bboy says, there's something not quite right with it, but that's what it is.
