Could some please tell me the name of these herbs?

It would be most helpful to post pictures of the whole plant (or stem if bunched) and mention your location as the UK to aid ID of in-ground plants.

Does the second one smell like peppermint?

It hasn't got a smell. I thought it might have been mint and one basil?

Does sort of resemble lemon balm and mint.

Neither is Basil - that is not hardy outdoors in the UK except in high summer, and then very fussy. The first one looks like Melissa officinalis, Lemon Balm. Does it smell of lemon? The second is a mint of some sort. There are hundreds. Can you define its scent a bit? Maybe Eau de Cologne?

You need to bruise some foliage to release the scents of these two. You won't smell anything just sniffing the plant.

I second florals ID.
Were they just bought? Sometimes early in the season they hardly smell due to lack of sunlight. It takes lot of energy to produce aromatic oils, they should develop some scent after a while in full sun

Yes one is lemon balm and the other mint.

After plenty of sun I managed to get a really strong smell from both.
