It's Sedum 'Blue Spruce'--it will soon lose its coppery winter hue and return to its blue/green summer color. It has summer spikes of yellow, star-shaped flowers. It is an effective groundcover for quick-draining soils.

It should send up a flower stalk, but the flower isn't anything too particularly striking imo. I just like the sedum as a ground cover. Earlier this year, mine were reddish like that also, but with the warming weather, they are back to being greenish now.
