Hedge in Oregon

My wife and I want to plant this hedge at our home, but we are unclear as to what it is.

About 3' tall with small 4-petaled white flowers (2cm) that grow in a small group.

The leaves are opposite, simple, with toothed edges and the flowers are fragrant during April (now).

We are in Western Oregon. Help is appreciated!
