Hedge bush with some "Acne"

Moved to a new house. Previous tenant had some bushes for hedge.
I noticed weird growths on the leaves.
a) What is this bush ?
b) Should I remove the plant ?
c) There are some vegetable plants next to it,
are they in any danger ?
