Hello, my cousin has this in her yard; states that it is perennial. I appreciate your help.

Colorado state flower. Beautiful. Comes in many colors. Will continue to grow each year. Will produce seeds, too.

The Colorado State flower is Aquilegia saximontana, Rocky Mountain columbine. A wild species Aquilegia. It's blue and white. It's not the same as the OP's Aquilegia.
