Identifying a plant

My neighbor has this plant that I babysit when he travels and he says it's a jasmine. I don't think it is. It has never once flowered in the last several yrs. But... it has died off a few times from improper care because we don't know what it is or how to care for it (though he still thinks it's a jasmine).

Compare to Jasminum officinale. Not the easiest plant to encourage to flower as a houseplant.

Also compare to Jasminum polyanthum - frequently grown as a house plant. Do all the leaves have that many leaflets?
