RE: this plant?

This looks like dianthus or sweet william. Probably going to bloom in a few weeks. Will form little bundles of tiny buds that open to a spray of tiny beautiful flowers. Pink, red, white, orange, purple. They are a tender perennial and come back for a few years, but not forever. Make a nice blanketing cover of color in spring after bulbs bloom and before other plants get going.

RE: this plant?

It's a Wallflower - Erysimum cheiri. Common Spring flower planted the previous Autumn and overwinters. Often combined with bulbs especially Tulips. Wonderful smell if the sun comes out.
