not a weed. not sure on what it is but I have a few just like it from wintersown seed that are growing well. I don't have flowers yet either. I'm thinking maybe daisy?

Fall flowering plants take longer to send up flower buds. It could also be a biennial which produces foliage first year and flowers the second.

There's no indication of scale but it could be a Shasta or Ox Eye daisy, depending on the size.
