We recently moved to new home and we have this all over our backyard. Is this a weed?

That would be yes. Canada thistle, Cirsium arvense, I think.

Thank you for the quick reply. Can you guide me for remedy in getting rid of this. I have a toddler at home. Is this any dangerous weed.

Not dangerous per se, although I wouldn't want to fall on it, it's kind of sticky. A pretty vigorous weed, though. I'm better at growing weeds than killing them (!) but like esh says, just pull them up. Or mow them down. Probably be a good idea to do it before they go to seed. Or talk to your local garden center about what they recommend, if you're willing to use weedkiller.
