That is a shrub Euphorbia, perhaps Euphorbia characias subsp. wulfenii. What happens is the stems bloom, then then die and new stems emerge. Cut off the dead ones and leave the green ones.

CAUTION: Euphorbia sap can cause dermatitis, and it is poison. Also keep the sap away from your eyes and mouth. So wear gloves to do the cutting, glasses or goggles to protect your eyes, and carefully put the stems in the trash.

Really a pretty easy plant. Just watch out for the sap.

BTW it's not a shrub since it dies down to the ground in winter and doesn't form a permanent woody framework. It's a herbaceous perennial. So cutting it down will not hold it back in the long run.
