My son-in-law says the plant came from Indiana, but he can't remember the name of it. Help? Thanks!

Sure looks like Mandevilla (used to be called Dipladenia) but the "came from Indiana" confuses things. It couldn't have been a ground perennial there.

I thought the blooms looked like Mandevilla, but the long stems with the babies don't fit with that.

I think the 'babies' are just normal growth of leaves on the end of vines whose older leaves have fallen. I'd remove the 'stringy' vines to stimulate some new, more vigorous growth. I agree with the ID of Mandevilla.
