Keep or destroy? Plant #1

I am trying to go through overgrown landscaping and 'weed' out the potentially invasive and/or undesirables...unfortunately, I don't know which is which (i.e. stay or go).
Plant 1 may be a baby of some I will show in a post later. It 'seems' to run underground from other larger plants in the area, but I am not 100% certain they are the same plant. This is a baby.
