    Looks like one of the red flowered yucca, to me.

    It's a NZ flax in bloom, Phormium tenax or hybrid.

    Yes - Phormium. Very common in the UK, especially on the S coast where the OP is. But people often don't recognise them when they flower since they are generally bought for their foliage. They can get huge too. Much bigger than people expect when they see them at the garden centre.
