Unless the wasps are looking to nest in the shrub interior, random wasp patrolling may indicate some other insect larvae are eating the plant, and the wasps are attracted to the larvae for food. The brown shrub areas could indicate insect feeding.

Breath of heaven, Coleonoma, I believe. Don't see any particular reason they would be attracted to that plant. I think it is probably circumstantial, i.e., larvae or something like that.

if paper wasps.. they could be harvesting the dry fence wood to make the hive.. or whatever wasps call it ...

i have no clue if you have that type in CA..

if you find a paper wasp colony... just keep wetting the paper.. they will get the idea an move on .... but if it gets too big... that might not be the best idea ...

they hang in my eaves.. and when they are the size as pictured at the link.. i can hit them with a garden hose at 10 or 20 feet.. and then run away.. screaming like an 8 year old girl ... lol ... the wasps fall to the roof.. shaking with frivolity ... its not really a pretty site ... me being manly and all ... lol

the key is finding out what they are farming.. or feeding on ... they usually dont attack.. if you dont piss them off ...

Thank you all so much! This info is very helpful. I haven't noticed any insects other than gnats that like to hang out in/around the plant (if anybody has good suggestions on how to get rids of gnats, it would be appreciated). I will take a closer look at it though.
haha and ken_adrian that is too funny! I haven't found any type of wasp nest in our yard yet. I have a suspicion that they are nesting in a neighbor's yard....we always have a bunch of them patrolling our backyard and I too end up running away screaming from them =)
