Here is an unknown shrub or bush; it feels soft to the touch and has almost a hint of velvvety, but not too much. I'm planting some new iris behind them tomorrow and to allow for maximum sun exposure, I'd love to trim this thing down. I've never cut a bush or anything before, and I just want to make sure it's ok to just whack it down from the top

Garden chrysanthemum. The iris should be at/near the front of the bed anyway, I wouldn't whack the 'mum way down to try to and make having the iris grow in the wrong spot work.

The lady who lived here before me, who did all the planting, was definitely an amazing gardener. There are hundreds of beautiful plants on the property. I don't know what to do with the iris except put them back where they came from. It does seem counter-intuitive to have had the Iris behind the bush, and I'm not sure why she did that. Will cutting the bush down hurt it?

Those mums are perennials, not a bush. Cutting it back probably won't hurt it, but but you may lose the flowers, which would be a shame.
