It may not be a plant, but can you name these bugs?

I've noticed that my cleome is dying no matter what I do, and I've seen a few of these little bugs hanging around near the bush and didn't think anything of it - until today.
I just went out front and the bush is on deaths door. Upon closer inspection, I saw that it was COVERED with these bugs, hanging out in pairs (I wonder what they're doing...). ðÂÂÂ
Does anyone know what these bugs are, how much damage they inflict and what I can do to stop them from ruining my plants? My cleome was lovely, and now it's a ragged mess...
