It may not be a plant, but can you name these bugs?

I've noticed that my cleome is dying no matter what I do, and I've seen a few of these little bugs hanging around near the bush and didn't think anything of it - until today.
I just went out front and the bush is on deaths door. Upon closer inspection, I saw that it was COVERED with these bugs, hanging out in pairs (I wonder what they're doing...). 😖
Does anyone know what these bugs are, how much damage they inflict and what I can do to stop them from ruining my plants? My cleome was lovely, and now it's a ragged mess...

I was going to say stinkbug but I did some further investigating and found something closer: Bagrada bug.

I'm so bummed. It looks like I'm gonna have to do some serious pest control and cut some plants WAY back. My husband's vegetable garden is infested too.

I have put way too much work into my garden for this... It sounds like they're not easily controlled. I'm gonna have to get ready to go to war.
