Purple Flower with Fern Like Leaves

Saw a bunch of this in an urban vacant lot in Zone 6, vaguely near the coastline. It had tiny fern like leaves and long thin purple compound flowers with a tiny bit of yellow. Flowers were an inch or long and thin as a pencil.
What is it? Is it native or invasive? Is it endangered, or can I dig it up?
