What is this Tree ???

Please help !!!
We just recently moved into a home in Conroe, TX. Our neighbor told us that this tree was imported... she thinks it's a chinese tree and very expensive.

She also mentioned that it blooms in the fall with a white or pink flower.

It seems to have a bug / disease / fungus that has attacked the tree. I would like to know what kind of tree it is and how we could help treat the tree.

I suggest you find an arborist who can come look at it. I'm in Houston and have never seen that kind of tree before. It could be worth saving.
