What could this be?

This plant is growing from between layers of tar paper that my neighbor put around her garage so she doesn't have to weed. It hasn't received any direct watering but it seems to be doing fine. It receives full sun for about 5 hours.
The leaves are large, rough and hairy. There isn't any sign of a bloom stalk.

jeanne, thanks for the suggestion but I don't think that is it. There isn't any sign of a stem. All of the leaves are growing from the ground.

I don't know Hackelia personally but this does appear to be something in the Boraginaceae, which fits Hackelia, and pics I find on the web show very similar looking basal growth before the flower stem grows up.

OK, I googled further and found out Hackelia virginiana is a biannual, first comes the rosette, following year the stem.
