Shrub: orange pods / dry brown balls

Hi, I am in Southern California and I have several of these that seem to be very hardy, but I have not seen them in anyone else's garden. The stalks grown green balls that shoot out orange pods, then the balls dry to a crisp brown. Would love to find out what it is!
