1. What type of palm is this?
2. What is growing in the middle of it? It was previously standing up and now it looks like it is dying? Anyone have any advice on what to do with it?

I believe you possibly have a Cycas revoluta, also called Sago palm, which is actually not a palm at all. What is growing in the middle? The cone.

Any idea why the cone looks like it is about to fall off?

It's done it's job pollenizing the female cone and is being shed.

1. so will it eventually just fall off and another one will grow?

2. is there anything I can do to make it look better or is it just going to fall off?

If you have animals or small children keep them away from the sago, it is extremely toxic to dogs that might chew on some part of the plant or roots, you can google for more information about this. Some people have skin irritation from working with it.
