It appears to be a sprout growing from that shrub which has been cut down. I can't really id it, although Elder is a possibility.

Thanks - yes it is sprouting from a cut down shrub which the gardeners killed. To the immediate right are other cut downs that are sprouting though their leaves are small and dark green (entirely different) not to mention this is growing very fast/tall and those are regrowing slowly and bushy.

Yes looks like it could be elderberry.
