I'm trying to eliminate grass and would like to use attractive groundcover that requires low or no maintenance. This groundcover photo was taken at an open house in April. I found it attractive, and it resembles a small cactus. In June the groundcover had become slightly taller and had small yellow flowers. The owners said they don't have to water it but cannot remember the name of the plant.

It looks like Sedum sarmentosum to me.

Yes, I think it is as well. I use this a lot on our property and I don't think there are many easier ground covers. It grows in sun, shade and everything in between. It grows in wet spots or dry. It fills in very gracefully, flows over terrace stones, discourages weeds but does not hamper growth of established flowers, grows quickly, but still it's easy to keep in bounds. I am always asked by visitors what it is, and tell them it is my living mulch. It will take light foot traffic and recuperate rapidly.
