Looks like an old redtwig dogwood with heavy canker disease (black on the stems). If it were mine I would cut it off at the ground to attempt to rejuvenate it, sterilizing my clippers after EACH cut with alcohol or a 10% bleach solution so as not to spread the problem.

I looked at some pictures of the red twig dogwood, but my twigs don't get red like that.

Compare with Forsythia.

Young stems turn red. Old stems look like those.

Not Forsythia. Forsythia does not have small white flowers or leaves like those in the photo.

Only new growth turns red in winter. It stays green in summer or when it is old, like those in the photo. I always cut down mine to the ground each spring to encourage new growth.

i had a yellow twig dogwood.. once upon a time... but i cant ID on your pic ...

and if it is either.. cut it to 3 inches.. you will... get rid of diseased branches.. if in fact they are.. and by next summer.. you will have a nice shrub ...

look at the pics at the link ... most are well pruned plants... as compared to your monster ...

again .. i cant ID yours.. i am just suggesting there is one other than red twig ...
