The leaf looks like a Paulownia tomentosa -- aka Royal Paulownia, Princess Tree, Empress Tree, etc. -- but I'm not sure Paulownia leaves would be 33" across.

Paulownia is a tree which is trying to take over much of the U.S. It is a real menace here.

Why do you say yours is an herbaceous plant rather than a tree? (No obvious woody tissue yet?)

According to some internet sources, Paulownias can grow 10-15' per year. I don't have any idea at which point the trunk becomes woody, but if it's a seedling which just sprouted this spring, I wouldn't rule out Paulownia on that account yet.

Does your plant die down in the winter? I know they survive here, and this is a zone colder.

Paulownias are often coppiced i.e. cut to the ground annually to produce plants with huge leaves to make a tropical- looking feature in gardens in non-tropical areas.
