What is this plant?

no one (neighbors/co-workers/family) can seem to identify this plant. They are growing like crazy and I don't remember planting them (are they weeds)?
Can't quite tell if they will flower. They are currently almost 5 ft tall.

It looks like Rudbeckia laciniata.

Yes, Rudbeckia laciniata. It will flower in late summer into fall. Very pretty.

compare to Phytolacca americana aka pokeweed.

Yep: pokeweed. You need to get all the root or it will come back.

Looks like an awkward spot to dig. Pouring boiling water on the root would kill the it. I'd cut the foliage off at the surface, scratch a little moat around the stump to make sure the water pools up there, heating the root as much as possible.
