These plants were about 12 inches tall, and growing along a golf course pond. They had foliage a bit like Ludwigia alternifolia, and flowers more like Penthorum sedoides. Leaves were alternate, serrate, and short-petiolate.

Looks like Penthorum sedoides. Nothing else really looks like it AFAIK.
