No, it could be a type of spirea. Can you do a close up of the leaves?

It does look like Spiraea, perhaps S. nipponica 'Snowmound'

Old stems are woody.
There's a small one right behind it I have cut down to the ground in some years--and it always comes back. I haven't touched the one I took a picture of.

The leaves. They seem alternate in pairs on old stems, but almost whorled on new ones:

oooh, thanks for the link to the google pictures. They look so bushy, though, like a mound--whereas mine is kind of tall and gangly--is that just because I haven't been pruning it?
